Makes me immediateley think of "exceptions" like salvation outside the Church by the Church, salvation in invincible ignorance, baptism of blood, and baptism of desire.
When I think of such "exceptions," I think of the novus ordo policy of warmly encouraging all unbaptized persons not to seek Baptism at all, because their false religions are "salvific." This goes way beyond the controversies you allude to. It is a rubber stamp and good housekeeping seal on the explicit rejection of Jesus Christ as the Incarnate Redeemer of all men. O the malice!! O how can anyone believe this is the Catholic Church?!
